Payer Authentication: Streamlined Joint eCommerce Framework (JEF) Testing

The formal JEF testing process has been streamlined. These changes can reduce the time required to implement Payer Authentication by as much as two weeks. For details, see Payer Authentication Using the Simple Order API or Payer Authentication Using the SCMP API.
