ICS1

Credits can now be performed on ICS1 orders placed before January 1,1999.

ICS2

When requesting tax for non-US and Canada countries through Netrade Finance, the system no longer requires bill_state.

Add "St." as one of the abbreviations for Saint (US cities only). This will prevent a false "invalid city-state-zip combo" error from occurring when US merchants submit an address that uses a "St." abbreviation for Saint. This impacts any merchant requesting tax that sends a city name that includes the "St." abbreviation.

ics_elc returns both elc_download_url[N] as well as unique elc_rover_url[N] and elc_iftw_url[N] for backwards compatibility.
